Appeal online to ParkingEye stating that you are a student with a Blue Badge and needed more time because of your condition which the University offered reasonable adjustments for, by email three years ago (don't say visiting student and don't say you didn't take up the place).

I informed them that because of my issues, i would struggle to get to classes but wondered if they could make some exceptions for me. They did. They said i could park in the GOVERNORS CAR PARK as a concession (this car park is right by the building i'd have been in the majority of times). Their own students with blue badges can park for free. I still have the emails where they grant me access.Upload both sides of your Blue Badge but redact your photo and the Reference number (you should never let third parties have a full copy).
I think they'll cancel or reduce it to £20.
Do not use a template. Do admit to driving. Be polite and open about your need for an adjustment (small extension) of free time.:
- Should i mention the Equality Act 2010, i.e. to say 'i thought i was entitled to more time', or should i just keep the appeal as short and simple as possible?

I've received a reply... They have turned down my appeal but have offered me a further two weeks to pay the discounted amount of £35.
"We have reviewed the details outlined in your appeal, but we are not in receipt of sufficient evidence to confirm that the terms and conditions were not breached. Our records confirm that no parking was purchased on the date of the parking event, despite there being payment methods available."
My appeal to them was basically: Apologies for the late correspondence (approx 28 days after receipt) but i require help with this sort of thing > my mental health conditions (agoraphobia/anxiety etc) mean i have a blue badge > the university sent me this email 3 years ago (attached email saying i would be entitled to park in the Governor's carpark.... as i was asking about parking on campus should i accept their offer on a Master's course) > also attached blue badge photos.
The university's parking rules clearly state that students with blue badge park for free. They need to email the department who told me i could park in the governor's carpark to request a permit. They can then park anywhere on campus for free. I didn't accept their offer of study and have never applied for such a permit.
I am not a student at this university. I am a visitor. In their parking regulations, it clearly states that visitors (including those with blue badge) must pay. I always do pay, minus this one time. Occasionally i park for free if under 20 minutes (free to all on campus for this amount of time).
So i can make an informed decision...
My options appear to be: pay £35 (which right now is a reduction as it had gone up to the £70 full amount) or appeal to POPLA.
Is there a realistic chance of me winning at POPLA?
Pros appear to be: blue badge AND letter from university dept saying i can park in a special private staff carpark.
Negs appear to be: that same dept know i am not and have never been a student there. My name will not be on their records. Surely i cannot pretend to claim to be a student there, insinuate such a thing, or claim ignorance in court, especially since i usually pay? (contempt of court?).
Is it possible that PE ltd contacted the university to request my student details (i.e., "is this man a student at your university... if so, he would be entitled to park there for free".... reply: "nope, never heard of him"). If NOT, then at appeal would POPLA not essentially read the email i was sent (re: park in governor's carpark), see the blue badge and see the university parking regs and simply conclude: "give this guy a break!".
Anyway... i'm grateful for all the advice i've received. I'm happy to play on my mental health if it's a watertight case, but i'd also be happy to just settle it for good.
