It would have been polite for Chip to warn affected users before they pushed an update that changed the minimum OS version.
Even Spotify saw fit to warn me that they're pulling support for Windows 10 (32 bit) next month, and I would expect a financial org to have higher standards than them.
I was in the same position as the OP in that my iPhone is too old to run the new version of the Chip app... I realise my phone needs to be replaced, but having said that, Chip gave me no notice/warning at all that this upgrade was happening and they offered no alternative path such as offering the ability to run the old app for a period until I could replace my phone. They did provide the method to withdraw money as @AmityNeon detailed but I needed to get some statements from my account for my tax return so that was of no help to me.
Anyway - it seems the old app is now working again - presumably from the amount of support requests they received over the past few days
