Yes, I have read the replies yesterday. The one with similar compliance issues is from this thread: https://forums.moneysavingexpert.com/discussion/6563558/horizon-parking-tesco#latest. I'm trying to figure out how to write a proper appeal.Coupon-mad said:Yes and no.

Plan A is what you should be doing, complaining to Tesco or the landowner
An appeal in blue text is in the newbies sticky thread, but you should expect Horizon to reject your appeal
If you think that a "proper appeal" is going to achieve a cancellation, its not. !

Today, I attempted Plan A but haven't received any updates yet. The lady at the customer service counter took the NTK and said she would call me if she managed to cancel it. She also offered 24-hour free parking in case a similar incident occurs again. I must inform the customer service desk if I require a 24-hour parking pass.2 -
I hope you didn't give her the original...PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I made a scanned copy before going there, so I'll see how it goes.Coupon-mad said:I hope you didn't give her the original...2 -
I haven’t received any updates from Tesco, and the Notice to Keeper (NTK) is still valid. I’m currently working on how to write an appeal to Horizon. I might include some recent examples from this thread: https://forums.moneysavingexpert.com/discussion/comment/81054496.Coupon-mad said:I hope you didn't give her the original...Regarding the 28-day timeline...0 -
Just send them this:As your Parking Charge Notice does not comply with the requirements of the Protection of Freedoms Act 2012 (Schedule 4), you are, in law, unable to hold the registered keeper of the vehicle liable for the parking charge. I suggest therefore that you contact the driver.
There will be no admissions as to who was driving, and no assumptions can be drawn. As there is no legal requirement placed on the registered keeper to identify the driver, I will not be doing so but I am fully aware that I can't be held liable.PRIVATE 'PCN'?
