Just curious why won't my case work with popla?0

Well, this main position won't win it at POPLA:
"I didn't know I had to validate duration of my stay after I finish shopping."
That's mitigation, which they don't consider.
As long as you didn't add any words that imply you were driving, there is one point being tried (but not tested) in Horizon threads right now about the 28 days being wrongly stated on the NTK.
But we aren't sure POPLA will get it.
Whereas a polite complaint to the retail park property agents who run the site, almost certainly would work.
I say that because Asda and Horizon are not usual bedfellows so I don't think they signed the parking contract. The managing agents will have done IMHO and they often cancel unfair PCNs when asked nicely, as you saw when you read the latest posts in SUCCESSFUL COMPLAINTS ABOUT PPCs.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Yep but that's not who I just advised you to complain to in my recent post above. I said Asda didn't sign this parking contract.
The retail park property agents did, and their name is at the entrance to the site and/or easy to Google.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I received a reply from Asda executive relations team on the email I sent to the CEO and they have made a request to cancel the PCN through Horizon.2
