Thank you for the comments especially the previous 2 from @coupon-mad and @fisherjim. The easy thing to do is pay, but I guess that's the "trap" and how these firms makes money. I am just trying to get my head around the fact that I have breached a rule, whether its legal or not, which was a genuine error on my part, but I should hold firm and not pay these outrageously inflated fines.2

Please stop referring to this as a fine, it's basically an invoice for damages or a charge, "fine" gives a different connotation and people research the forum for their own information get the wrong idea.
