Most ISA providers will permit a transfer to replace the requirement to fund with new money, so worth asking them, but if they don't allow this (and you have no residual 2024/25 annual allowance) then you'd have to go elsewhere.1

As mentioned, you should be able to open the cash ISA with a transfer only.

ISA transfers into a new accountShould you wish to open a new Cash ISA to accept the transfer, please complete and sign our ISA Application Form. This form can be obtained from our website, any branch, or a pack can be sent out via the post upon request.
Alternatively, proceed to open a new Cash ISA via our Online Service.
Please note that two forms of original identification may be required.
An ISA Transfer In Form will also need to be completed and signed. When completing this form, the name of your current ISA Provider and account number of the ISA that you wish to transfer to Dudley Building Society must be completed.

Have you funded your ISA this year? If you have any spare capacity then putting £1 in this ISA would get round the issue as you can now fund multiple ISAs within the £20k limitRemember the saying: if it looks too good to be true it almost certainly is.1
