Azure Parking - how to appeal "No parking at any time" PCN?

It's a weird situation because it's not Azure Parking and I don't quite understand what they have to do with my appeal. Thought it's a platform that provides different PPCs with some standard mechanism to interact with their victims.0 -
All complaints links are on the BPA AOS members list on the BPA website, that is the first complaint portal, gives you the complaint email address and postal address, as the BPA complaint process tells you on the BPA website
If no joy when they reply, report them to the BPA AOS compliance team on the BPA website, as the BPA website tells you
I hadn't heard of Azure until the last few months and they either haven't a clue, or are poorly trained, or deliberately obfuscate and try to bemuse or confuse people. Frankly it seems to me that they need a kick up the backside by multiple complaints to the BPA AOS compliance team ( yes I know its a trade body, but even so, the CoP they agreed with the IPC is the current "rules"0 -

But look again closely.
Below that panel are links labelled "Terms & Conditions", "Privacy policy", "Cookie policy" and "Payment terms".
Every single one of those four 'hidden' pages is showing ZZPS branded documents.

Emailed my complaint to Azure yesterday, let's see what they say.
