Castle Trust Fixed Rate ISA Transfer

I was about to submit my online application to transfer my ISA to the Castle Trust 2 year 4.31% fixed rate ISA when I saw
'Serve the full notice period before this instruction can be processed. Please be aware that if you choose to serve the full notice period of your existing account, the Castle Trust Bank account you are transferring into may no longer be available at the same rate.'
Does this mean the rate is not guaranteed as I want to serve the full notice period until my ISA matures on 17 November?

It certainly sounds that way. That's not something I've come across before when transferring cash ISAs to other providers, where you would normally get the rate you apply for.
The proviso for this is normally that you submit the transfer-in request within a certain timescale (2-4 weeks is typical) and if you do select the option to wait until the sending account matures (in the case of a fixed rate cash ISA),, that this isn't more than a certain amount of time in advance.1 -
Under their Transferring your ISA to Castle Trust page they state:"If you intend to transfer an existing ISA from an account that is due to mature soon with your previous provider, ensure thematurity date is not more than 15 days away when you send us the form."
so it looks like you should be OK if yours matures on 17 Nov

(I also see the 2 year fixed ISA is now 4.25% so not exactly a disaster if if doesn't work and they put you on the new rate)1
