This is all normal from Parkingeye and you can still re-offer £100 even on the steps of the court if you want.

You could also add a short supplementary WS now with the NHS Car Parking Principles that I told you to add, plus point out that £25 does not appear on the signs and falls foul of the binding case law in ParkingEye v Somerfield and statute law (the POFA) which sets the maximum recoverable sum as the PCN amount on the Notice to Keeper.

BTW I've beaten LPC Law reps before in court, including two barristers. They aren't that good otherwise they'd have a pupillage.
