All important (sticky) threads are called announcements.  They are sticky although they do move about a little (at least for me). From memory, the NEWBIE sticky is in Capitals and states NEWBIES please read these FAQ first. Where are you looking?

The NEWBIES thread will always be one of the first half dozen or so threads on the Parking Board.
It's position within that half dozen will depend on which of those threads have been most recently updated.
As with all threads, it will change for you from 'not bold' to 'bold' when someone adds a post to the thread and will remain 'bold' until you read the thread again.
