If the keeper threw you under the tram, did you receive a NTD in your own name, and did you appeal that? We need all the information about who did what to understand this.
You don't really need the original NTK if you received a NTD.
If you appealed and received confirmation, but have not received an answer after 35 days, you should complain to UKPC and give them seven days to cancel or you will complain to the BPA.
Follow up with a complaint to the BPA once they have replied, irrespective of what they say or if they don't reply by day seven.
Who sent "the other letter?" Note that debt collectors are powerless and can safely be ignored.
For the second time of asking, after the keeper threw you under the tram, did YOU receive a NTD in your own name, and did YOU appeal it?
We cannot advise you if you do not tell us what happened after the keeper received the NTK and named you as driver.
For the third time answering. I have not received a Notice to Driver or anything other than the email I quoted in my second post.
If your plan A was meant to read a complaint from driver to landowner what am I complaining to the landowner about. I've not seen any ticket or charge and don't know what they're saying I've done.1 -

If you have never received a PCN, then you cannot be liable, because they should have posted a PCN to the driver ( not an email. )
Is sending a PCN a requirement? What would happen if they started court proceedings without ever sending one?0 -
The PCN is the invoice
Without an invoice in your name, you cannot possibly be liable, the claimant must prove their case
Personally I would suggest that you email a SAR to the DPO at UKPC to obtain all your data
Then hopefully you will know what details they have, whether an invoice was posted to you, and maybe how they received your details
Anyone can issue a court claim, the defendant defends, eventually both sides must submit their Witness Statement bundles, which includes documents and exhibits
Due to the fact that the thread by Umkomaas has over 430 Discontinuations, many by UKPC, I doubt that it would ever get to court, unless you counter claimed and paid the court fee2 -
When your wife named you as driver, how did she do it? Did she use the tear-off slip on the PCN? Did you receive a Notice to Driver in your name? Was this what you used to appeal? You can complain to the venue without being registered keeper, just complain as recipient of a PCN.2
