It's just not that simple. I had a ULEZ fine a couple of years ago. I don't live in London so was not aware the zone had been recently expanded.

It was expanded last August, so it would have been at the circulars a couple of years ago.

Entering the road the OP was on, there were only three signs that they would have passed from leaving the M25.
If they'd come in on the A4, then about half a dozen.

You have no mitigation.  

It's surprising how many organisations contact you only once a year - pensions, subscriptions for example.

For info, TEC judgements follow a different route. You can submit the relevant forms to get the matter reset FoC, but if they are rejected you need to pay for a hearing if you wish to take the matter further.
