Sorry to hijack, but I keep seeing people say to contact the landowner, but how do you know who that is?
I’ve also had a notice from Euro Car Parks for Cheltenham (North Place) but as far as I can see, the car park is owned by ECP? So not a lot I can do sadly

Well, VERY good news!!! I've had my Parking Charge Notice overturned! And a big 'Thank you' to all of you who gave me the advice which led to my success.
The key was my contacting the landowner directly. I sent them pretty much exactly what I wrote here in my first post, and including the 2 documents, which gave irrefutable evidence of my accident, incapacitation, and inability to retrieve my car from ECP's car park.
I will now be formally complaining to ECP (yes, I know completely pointless!) and asking them to explain why they rejected my original Appeal, when their own Code of Practice, to which they were signatories AND which was binding from 1st Oct 24, clearly showed they should have taken into account my medical emergency.
Following that, I will also complain to the BPA about ECP's handling of my Appeal and failure to adhere to the Code of Practice.
Incidentally, the correspondence I've received from ECP cancelling the PCN is minimal and completely unprofessional. Their email is as follows:Dear customer,
Please be advised that after further consideration the notice is cancelled and no further action is required.

The email has no letterhead, doesn't mention my name, doesn't give the sender's name, and is undated. And no explanation, no apology. A complete disgrace, but no doubt you will say absolutely in keeping with ECP's general attitude to their 'customers'.8 -
Complain about it to your local MP too, asking them to lobby for the full and final implementation of the Private Parking Bill 2019 with the MHCLG ASAP, as well as anybody else who maybe should be involved
