I'd expect the cost to be fixed in advance, and to include some indexation to allow for inflation. 10% increase is about right.
If there was building work which got in the way of the gardening, maybe a reduction in the cost could have been organised in advance, but apparently nobody thought of that. Or, maybe the gardeners worked extra hard on the remaining parts of the garden.
You have yet to adduce any evidence at all that the gardening cost is excessive.
I do wonder whether you are worrying too much about this, as it's hard to find a reliable firm of gardeners (which these people appear to be), and cost is not the only consideration.No reliance should be placed on the above! Absolutely none, do you hear?0
