HELP! with next step with debt recovery notice

Hi everyone, I hope you can help me with some advice on what I should do next regarding a parking fine.
On the 11th of August I parked at Citipark Dale Street Manchester. At the time the machine was not working, there were other people there at the time trying to use the machine also. I was late for a really important meeting and so left my car there. Stupidly I did not get a picture of the machine not working, I was just in a panic to get to the meeting as it was extremely important not to be late.
The first communication I got about this was a letter from DCBL Direct Collection Baliffs Ltd, saying that I owed £170 in costs for not replying to a parking fine (I had not received anything before this letter dated the 2nd of October)
I did read this forum and took heed of the information about DCBL being scammers, but not to ignore anything form DCBL Legal. I did not want it to go as far as DCBL legal, as I had parked there at the end of the day.
Therefore, I emailed DCBL Ltd, to say that I had not received any communication prior and had not been given the opportunity to appeal, however I would pay the initial £60 asked of me to settle amicably.
They have now written back to say, no that is not acceptable and I still need to pay the £170 outstanding.
On principal, I am not prepared to do this as although they have now provided a letter that was 'alledgedly' sent to my address, I did not receive this. I am the only person that lives at that address, I have my own letter box and it was definitely not delivered to me.
Please could you advise what my next step should be?
I was thinking of trying to go onto the parking fine portal and paying £60. Then if they do move towards court proceedures, I could show that I have made steps to settle this amicably.
