If there is an operational need for the land the utility is unlikely to sell, but might be willing to consider a licence arrangement (with suitable conditions) if it removed a possible maintenance/security nightmare.

On the other hand, the size of the land the OP wants is likely trivial in the totality of the utility's land holdings so it may be easier for them to just give a straight 'no', rather than waste time and money negotiating a deal.

thank for all the replies. I don't think they would need this land for heavy machinery, its a weird layout they would need to come from the other side.

There is only 3houses that could/would use it and so others parking on it wouldn't be an issue. i've approached the national grid waiting there reply.
