Morrisons euro car parks failed appeal

Morning everyone.
I've tried to find some info on a template letter to send to Morrisons to try and get them to cancel a PCN given to my husband for an 18 minute overstay. Appeals to Euro Car Parks and Popla failed. A bit of background.....husband is a military veteran who suffers from PTSD and can have crippling panic attacks as on this particular day. We eventually left (me driving) with no thought to having overstayed. Apparently we should have gone into the store and told them 🙄 It was a Sunday and shut too. After reading this I can see that we should have gone down a more 'legal route ' but I honestly thought a bit of common sense under the circumstances would prevail. Silly me. I'm taking this on, on behalf of my husband because of his fragile mental health ( I provided ECP and Popla with a medical letter)
So I thought a strongly worded letter to the CEO of Morrisons might help? Any advice greatly appreciated

There are no templates for complaints to businesses and landowners
Definitely complain about it to Morrissons customer service or CEO as soon as possible, plus complain about it to your local MP too
Study the successful complaints thread in announcements near the top of the forum, starting with the latest successes at the end
Also study other Morrissons ECP threads where complaints were successfully made, ideally recent cases from this year
You could adapt the complaint in the following thread, altering it to suit your Claimant and supermarket and case

In future, follow plan A first, before any appeals, complain about the PCN to the business or landowner or managing agent, much quicker and easier to nip it in the bud, early doors, before money changes hands2 -

You could try this route to get Morrisons to cancel PCN. You need receipt of store shop spend. Don't think there are template letters for complaints here, just explain your situation as you've done in your post and include copy of medical letter.

If ECP have had to pay for a POPLA appeal, they won't accept cancellation now. Don't worry though, no one pays ECP if they're receiving advice on here.
This is what is going to happen going forward. You will receive reminders and useless debt collector letters. You can safely ignore those.
Eventually, you will receive a Letter of Claim (LoC) most likely from a bulk litigator, DCB Legal. The second post in the Newbies/FAQ thread tells you how to respond.
You will receive a claim through the CNBC and the second post in the Newbies/FAQ thread explains how you respond and defend using the template defence. In due course, once they realise you are not low-hanging fruit on the gullible tree, they will discontinue and move on to other victims that are not receiving the advice you get here.

Get on with your life. The only thing you must respond to is an N1SDT claim form, if/when it arrives. You can respond to an LoC but if you don't, it is no big deal.
Once defended, it is just a matter of time before this all ends.1 -

An overstay of a mere 18 minutes is, imo, very unlikely to be considered as de minimis by a judge. Especially if they have a pharmacy and you had to wait for a prescription to be filled. In any case, I doubt that they would be daft enough to take them to court. Read this
