    The difference between authorities usually relates to whether they are willing to pay for a full road closure and/or pay for a contractor to relocate vehicles.  There's no charge that can be levied on the owner/driver of a vehicle which is removed in these circumstances, so naturally some councils would consider it a waste of time/money.
    that's interesting and probably explains it - we had lots of on road parking which was stopped but the road was kept open where possible for those of us who had driveways etc so not a full road closure.
