Thanks, everyone. For anyone in a similar situation: the council approved my application, so the total would be £101 to draw the H-bar lines in front of the house, which I think is worth it if it helps me solve the problem.
@FlorayG I doubt the previous owner had a dispute; they had a car and moved to London, so it could be that they used the train station to commute to work and the car didn't move.
@ThisIsWeird honestly I can't see a pattern, maybe it is too soon for me to notice, only been here since Saturday 26th.
@Herzlos just the mornings, so I'm pretty convinced it is the train station bringing in the traffic, the train station is right up the road 30sec walk if any. I think he's parking there because he gets blocked too.

In the meantime, please watch your step when near the vehicle, as it would be a shame if you stumbled when alongside it, and reached out to steady yourself. Especially if you had a bunch of keys in your hand at the time.0

It might be more interesting if they turn up and a car *is* parked there. Because they'd have the ability to tow or move it, surely?

There's no charge that can be levied on the owner/driver of a vehicle which is removed in these circumstances, so naturally some councils would consider it a waste of time/money.2

Yes, they have the authority to ticket/tow cars, they sent me instructions to call someone; won't be a police matter. Too many criminals and drug dens here. The police station was right next to my previous rental, and every street there was infested with crimes.
