A Dartford Crossing failure to pay is not enforced as a private contractual matter. It is issued by an "authority" with legal powers under bylaws, just like any authority that can issue "Penalties" rather than a speculative invoice from an unregulated private parking company such as APCOA or NCP issued under civil contract law.

Depends how you define 'transaction' here - you've already used the service and are simply paying for it, so why would you expect to be able to withdraw from payment?

You're inferring something that simply isn't there. I don't want to avoid payment, I just think it's !!!!!!-about-face. 

OK, but the emphasis in your OP was mostly about navigation through the payment screen rather than the fundamental principle of visibility of Ts & Cs prior to using the service in the first place!  Anyway, as above, it's largely academic if unenforceable....

Not unenforceable. Just private parking charges that are 100% beatable with one email.
