Spouse inheriting isas

A wife /husband can add to their own isa, the value of their spouses isa at the date of their death. Lets say its £15000 . What if the will says £10000 to be given to a son /daughter . Would the spouse acting as executor, be able to claim just £5k to add to their own isa, or the full £15000
