Fibre cable detached from house

I have full fibre broadband, which went down for a short while today.
It has now started working again on its own so I guess it was a remote issue, but while I was checking this, I noticed that the fibre cable that the engineer clipped to my house last year is hanging down in one place where the clip seems to be not fully secure and/or broken. The fibre cable is now resting on the ground at the house wall for a distance of a meter or so.
Since this is the cable before the wall box, does this mean I am supposed to call the provider to fix it, or can I just buy some cable clips and re-attach it myself? Will it be chargable if they need to come out?
(the outage today probably wasn't caused by this - for all I know the cable has been on the ground like that for weeks or even months as it's not something I would regularly check).

Adding a few clips will be quicker than going through your ISP to report the fault to get it reattached,3

If it's working they might not even bother coming out. I'd just get some cable clips and attach it yourself, you'll probably make a better job of it than then hamfisted crooked bodge that they do.
