If Group Nexus failed to comply with POFA then the keeper has no liability, so the first GN appeal plus any subsequent Popla appeal by a keeper capitalises on that legal point, nothing to do with the incident or about the circumstances 

In general the PCN is always £100, it never goes down or up, its static at £100 , so never upped, its always the figure on the signs and also on the NTK PCN, its always baffled me why people believe different !  ( Sometimes it's £50 or £70 or £85 , but usually its £100. The original charge never changes. ). 

It costs the parking company money if Popla adjudicate a case

I came across this wording somewhere, and I wondered if someoe could clarify which "charge" this refers to?

You have failed to comply with the requirements of Schedule 4 of The Protection Of Freedoms Act 2012 namely, but not limited to, failing to invite the keeper to pay the unpaid parking charges; as prescribed by section 9 (2) (e) of the Act

Does this refer to the parking charge in the letter of £100, or the charge that "should have been paid at the time"?
