Similar issue - was told by Direct Line that they would not put my French-resident daughter on as a permanent additional driver, but she could be added on a temporary basis. This after I was completely mislead by one of the agents who said that since she was born in the UK and had a UK-driving license I could "truthfully" answer yes to "Have they lived in the UK since birth?". I complained about the phrasing of the question, only to be told the agent was wrong, and they would have to remove her from the policy. I was given £50 in compensation for the hassle, as well as a refund for the additional cost of adding her. I asked the complaint handler if my 2 years of living in Belgium meant I, too, was inelegible, and she said no, that was OK, as I was now resident in the UK. I asked why they could not make the question explicit - i.e. "Are they a UK resident?" - and was told no, it's an "industry standard".
