Plan A - Landowner?

I'm currently attempting plan A and have received two emails from the [well-known supermarket] saying they cannot help.

Here is the latest one:

"Hi [name]

Thank you for contacting us about your recent experience.

I am sorry to hear that the matter regarding your car fines has not been resolved yet, and I can surely understand how frustrating this may be for you.

As the car park is owned and operated by Euro Car Park, they have sole responsibility and authority to accommodate you accordingly. We are unable to send a written email requesting that the fines be reduced as they adhere to their own terms and conditions.

Kindly contact them once more and discuss your request to have your fines reduced with them.

I hope you get this matter resolved with the car park operator promptly. 

Thanks again for contacting us.

Is this true? Do Euro Car Parks own any car parks?

How can I confirm who the landowner is?

    Its lies 

    There was no fine, just an invoice from a private parking company, ECP, so yes, they are the operator, ( contractor. ). ONLY !

    No ECP won't be the landowner, they contract with an entity to provide enforcement, that entity is usually the business or management company or actual landowner , so ECP are a sub contractor, like a window cleaner or roofer

    They may be telling porkie pies. Not usual for Euro Car Parks to own the land. Which supermarket Morrisons? And the location?

    Go back to them, take it higher and explain you dont appreciate their staff misleading you as ECP certainly wont own this car park.

    I would contact the CEO.
    I doubt ECP own the car park.
    If the site is a retail park, the supermarket may not own the land, but the CEO should know who does, or who manages it. Retail parks often have a totem at the entrance with the managing company's name on it.
    If however this is a stand alone supermarket, then they probably do own the land.

    They have come back to me a second time saying they do not own the land. 🤯

    It is the Marks and Spencer car park behind Tesco in the middle of St Albans.

    Yep but nor do ECP.

    Usually you just Google the place or look at the entrance welcome sign to find out which property agent runs a retail park.

    I am surprised that M&S deny it's their car park.

    This August 2024 - just two months ago - Google Street View image shows two payment machines with 'M & S' clearly displayed on their screens, together with a clearly branded M&S trolley shelter...

  • Seems it was owned by M&S back in 2012 when they applied for retrospective planning permission, also lists Stalbury Trustees of EC2 on the planning application made then as individuals notified (as owners) - this is a public doc.
