Just a little update. The registered keeper sent a complaint as recommended and received this email today.
"Dear ,
Thank you for your correspondence in relation to the above referenced parking charge.
All of Parkingeye’s correspondence has been issued in line with the Single Code of Practice we are a member of the Approved Operator Scheme."
So will wait for the next stage. Cheers all.

All normal. We don't need to see a rejection email. It's just a well trodden template; nothing new nor specifically related to your case.
See the Newbies thread post 3 for POPLA or just ignore them and come back if they try a small claim. The latter is easier than POPLA.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Why on earth would you want to name the driver?
On land covered by byelaws, liability can only be attributed to the driver. That point has been made several times throughout this thread.
In other words, all the time they don't know who was driving they cannot make a successful claim against anyone.2 -

Yes, but you don't name the driver and give away your main defence point!
The only time it might be better to name the driver is with a "double dip" case (2 visits counted as one) so the driver can truthfully state their movements during the time the operator states the vehicle was parked.

Treat the ParkingEye email as your 'last gasp' chance to appeal. Alternatively, they'll accept you naming the driver & postal address (and should reissue the PCN and start again with the driver being allowed to appeal).0
