Initial parking fine at Cornwall land’s end

Hi All,
i rented a car on in August to do a small trip to Cornwall.

On September 4 I receive an email that says I have an unpaid parking fine from the rental company. This one is an NTK addressed to the rental company that is dated 23rd August for the event on 20th August.
It says I stayed for an hour. But I had only been in the car park for 20 minutes. I know this because I timed myself and the first 20 minutes were written as free. I had initial tried to pay parking for an hour but the default option was 4 hours and I didn’t plan to stay that long.
However it would seem that the timing for parking starts when one enters the road leading to lands end and not from when you park. The reason it would seem it took an hour is because there was a huge line leading to the parking itself and we only spent 20-25mins after actually parking and trying to pay.
Anyway in the email I saw an invoice from the rental company for 40 pounds and I paid that thinking that’s the fine. So I ignored the initial parking letter that came home and I think we disposed it as well but we did not have the rental agreement details within the letter. It was only the notice to hirer or keeper letter similar to the email but addressed to me. Fast forward a month and half and I’ve received the DRP letter which sent me into a panic. This is when I double checked the email and I realised the amount I paid was an admin fee for passing on my details and not the actual overstay fine. I’m quite annoyed at how all this is being carried out.
I would like to know if I have a chance of getting the parking ticket removed in this situation by sending the appeal to initial and then getting the POPLA ? I don’t know how to contact the landowner for lands end else I would be happy to send them a mail as well.
I read in other posts it is enough to ignore Initial but I would like to ensure I’m in the right. I also rent currently and could potentially change houses so I would like to ideally have the fine dropped than having to report the address changes.
Any help would be much appreciated and please let me know if you require any more information

You should have received a Notice to Hirer, NtH in the post addressed to the hirer from Initial Parking, with a deadline to appeal or pay. ? Presumably the deadline has expired due to the length of time that has passed. ?
There was no fine, just an invoice for the alleged breach of the parking contract ( the lowest fee should have been paid but wasn't, hence the PCN issued due to the time from entry to exit. )
Too late to appeal if its gone to powerless debt collectors, so ignore DRP LTD, they cannot do anything, so post 4 in the newbies sticky thread in announcements by coupon mad applies at the moment )

Too late to appeal to Initial Parking
There is no chance of it being dropped or cancelled, not for non payment on a pay to park car park
No chance of any appeal to Popla because Initial Parking will not issue a Popla code
If you change address, email the new details to the DPO at Initial Parking2 -

Yes that’s right. However I thought I already paid it based on the email I received from the rental agency. I am saying that apart from plan A you won't obtain a cancellation, nor will Initial Parking cancel the PCN or accept an appeal order issue a Popla code, and that you should ignore the debt collectors letters
Initial parking do have the right to sue you for non payment of the NtH they sent you due to non payment of the parking tariff on the day of the incident, within the next 6 years, debt collectors have no powers to collect, or to negotiate a settlement, so should be ignored
You are currently at the impasse stage , there is no easy way to settle this in a reasonable manner, the deadlines for appeal or settlement have expired ( nobody on here would advise paying the debt collectors. )

£6 to park for 3 hours, which is the time I thought we'd been there.
I think the next tier is £9 for 6 hours.
And
Car park is a rip off, £6 minimum charge for 2 hours.
Tacky 'attractions' and not particular well kept. Had to go but certainly won't go again. Avoid
