Can I claim extra cost as Ryanair changed the return airport to a different city?

Hi,
I booked a return flight from Bournemouth to Carcassonne. However, the return airport was changed to Toulouse by Ryanair. When I called them initially, the customer service people said I could claim for extra cost like travel or hotel.
However, when I try to use their form to claim, now it wont let me and says as the notice was sent more than 21 days, I am not qualified for this.
Is Ryanair right or maybe there is something I can argue?

    I don't think so, if they cancel/reschedule your flight giving you "long enough" notice - 21 days sounds like it - all you can do is reschedule your flight for another day, or another better suiting airport. You could also cancel it for a full refund and book with another airline.

    What travel insurance do you have?

    The CAA's expectation, based on its interpretation of the regulations, is that the airline is responsible for the travel arrangements between airports:
    Re-routing via alternative airports

    6.8 Where airlines offer to re-route passengers to / from a different airport than the original flight, the airline should organise the transport to / from that airport. The CAA does not expect airlines to fail in this obligation. However, where such a failure occurs, the airline should provide prompt re-imbursement of any expenses incurred by affected passengers in travelling to / from the alternative airport and should inform the affected passenger directly, for example by email, about how to make a claim. 
    Re-routing in accordance with Article 8 of Regulation (EU) 261/2004

    Toulouse looks to be about an hour from Carcassonne so I can see that a claim for a hotel is unlikely to be viable, but a train ticket ought to be refunded.

    21 days is a complete red herring - advance notification means that they may not have to pay compensation under article 7 of the regulations, but they still need to comply with the article 8 rerouting obligations.
