UK Car Park Management (CPM) Ticket Assistance

New here, sorry if I have misunderstood anything in the Newbie section.

There's a postal (not windscreen) ticket outstanding from CPM for parking on private land in breach of terms and conditions.

Apparently the vehicle (owned, not leased) was parked in a bay reserved for residents of an apartment block (whilst loading / unloading)

Struggling to find the owner of the land to make a complaint, no retailer or hospital, next step appeal immediately online as keeper seems the correct way? Sending the below seems to be appropriate?

Re PCN number:

I dispute your 'parking charge', as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a complaint about your predatory conduct to your client landowner.

There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require an explanation of the allegation and your evidence. You must include a close up actual photograph of the sign you contend was at the location on the material date as well as your images of the vehicle.

If the allegation concerns a PDT machine, the data supplied in response to this appeal must include the record of payments made - showing partial VRNs - and an explanation of the reason for the PCN, because your Notice does not explain it.

If the allegation involves an alleged overstay of minutes, your evidence must include the actual grace period agreed by the landowner.

    Hmmm I would remove the end half, as this is not about a P&D machine nor an overstay.  Instead, state why the car was there (authorised by a resident?) and that it was merely a case of unloading.

    Then add:

    The appeal case of Jopson v Home Guard is the authority that supports this appeal/defence position and I will not be trying the farce of IAS so I will see you and your mates at Gladstones in court for another consumer win.

    THEN IGNORE THEM.

    Formulated the response below. with the above suggestions. Does this look appropriate? Assuming it does not matter if the space stopped in was marked with a specific door number even if said number was not the apartment number visited?

  • Also noticed that the PCN states ticket issued at 16:54 yet when reviewing the ticket on their portal it states ticket issued at 06:51. Same date but different times. Is there anything to be said about this?

    Keep quiet but screenshot all the pics and info on the portal because most PPCs remove that later on.

    Not really.

    Was the driver there on business or just a consumer at the site in their own time but happened to be in a company vehicle?
