Help with dcvl notice of debt recovery

Was issued with PCN for parking at gym on 26/9/23. There was a portal that didn't register my entry.

Appealed with proof provided by gym that I was attending at the time, so had right to park there.

Heard nothing until 3 January, enclosing a letter they said they sent me on 28 October which I didn't receive:


Replied on 8 January f2024 with the following on their online form:


With reference to your letter of 3 January 2024. You finally included the letter you say you sent me on 28th October. As in my previous appeal I stress that I DID NOT RECEIVE THIS LETTER. 

I dispute receipt of this letter and  ask you to provide proof of postage or proof of receipt.

I had a right to park in that car park that morning and have supplied you with proof that I was at the Merton Abbey Nuffield that morning, although you say I have not provided evidence, which in itself doesn't make any sense, so please explain to me how that isn't enough proof?

Logic dictates that I would not have ignored this letter and indeed, would have paid the suggested amount of £20, just to close this claim. If not, I would have taken my claim to POPLA. But again, I stress, I did not receive this correspondence.

You state that it is now too late to go to POPLA, but I never had a period when I could have gone because I didn't receive the letter of 28 October!

I would ask you to please reinstate the £20.


They totally ignored this.

Then nothing till I received a dcvl notice of debt recovery for £170.


Happy to go to Court as feel I haven’t been fairly treated as haven't been given a fair chance to go to POPLA or make any other appeal.but don’t want to end up with a CCJ.


Should I just do nothing at the moment?

    Ignore the debt collectors letters, like from DCB Ltd  etc , they are powerless, not worth a minute of your time, or mine 

    Come back to this thread if or when you receive a Letter of Claim or a court claim pack from the CNBC in Northampton within 6 years following the incident date 

    If you follow the advice here, you will not end up with a CCJ 

    Which parking company. ?

    My guess would be UKPC. Either way, Plan A is always a complaint from the keeper to the landowner/gym owner/manager CEO and the keeper's MP.

    Get photos of the site and signage in readiness for any court claim that might arrive.

    You are not risking a CCJ as long as you put right the address issue. Tell the PPC and DRA to ERASE the old address that we suspect they got from the DVLA a year ago.

    I suspect your V5C was (or still is?) showing your old address and that's where the PCN and reminder went. Please check it this week.

    Does it give you 30 days notice   ? A letter of claim does
