    Please be advised that correspondence has been sent to the DVLA acquired address for the registered keeper of the vehicle. Please see the initial correspondence that was sent to you by Horizon Parking Ltd prior to the matter escalating to Debt Recovery Plus Ltd (DRPL).

     

    It is the vehicle keeper’s responsibility to ensure that the DVLA hold the correct details and can be fined up to £1000 if they do not inform the DVLA of a change of address. Please see the below link containing advice and clarification on this matter:

    NOTE: It attached with three pdf from the horizon parking parking fine letters sent to my old address. 

    first letter was issued 4 days after the event and one letter per month after.

    This is a lie from DR Plus:

    "...risk paying additional court fees of £235".

    Impossible.  A complete and utter lie.  The fee for filing a court claim of that amount is £35. A max £50 legal fees can be added to that.

    Complain to DR Plus that they have lied about the court fees - why exactly are they saying £235 can be added? - and why have they ignored the BPA CoP which requires the case to go back to Horizon to reissue the PCN?

    Then (when fobbed off) report them to the BPA.

    This is worth doing, to gather evidence for the Government.

    Complaints Team, 

    I want to make 2 complaints.

    Firstly,  I have received a text from DRP (on 12.10.24) as per below.

    ''Your parking charge for xxxx from Horizon. Pay £145.00 securely today at: www.paydrp.com or ignore this message and risk paying additional court fees of £235. Call 0208 234 6775 to speak to an advisor today. Reference number xxxx PCN Number HPxxxxx''

    The court fee above is stated as incorrect and deceptive. The fee for filing a court claim of that amount is £35. A maximum of £50 legal fee can be added to that. 

    Secondly, I would also like to complain that DRP seems to have ignored my last email reminder that under the BPA CoP, DRP must put the case back to Horizon Parking Ltd to reissue the PCN to my current address.

    Please confirm to me when this is actioned

    After confirm the previuos address to HP.
    Still no letter from post.
    HP data protection team replied on 23/10/24

    Good afternoon,

     Thank you for confirming this. I can confirm the address detail has been updated accordingly.

     Please be advised that the address you have provided below is the address that vehicle xxxxxxx was registered to with the DVLA at the time of the Parking Charge being issued. Please find copies of the Parking Charge letter, and both reminder letters, attached for your records.

     In the event of a motorist moving properties, it is their responsibility to ensure their record is updated with the DVLA. In this particular instances, vehicle xxxxxx breached the terms and conditions on 26/08/2023 and on this day, the vehicle was registered to xxxxxxxxx and so the correspondence was sent to that address.

     As the time period for appealing and/or making payment directly to us has now passed, all matters concerning your Parking Charge have been transferred to our debt recovery agent, Debt Recovery Plus for collection of any outstanding payments. This is in accordance with the rules set out by the Private Parking Sector Single Code of Practice, at paragraph 8.4.1.

    If you would like to pay the Parking Charge, you can make payment directly to Debt Recovery Plus using any of the following methods:


    To Pay by Bank Transfer: etc.. blah blah blah

    my response will be continue down the line of 

    'the new BPA CoP from Feb 2024 requires a fresh PCN to be issued to the RIGHT address (at the original rate/discount/appeal deadline) so that the keeper may pay, appeal or pass it to the driver.'

    and get DRP off my back.

    Dear dimwits,

    As I have no debt only an alleged debt based on a speculative invoice, from unregulated greedy Muppets, I will not be engaging with your no win no fee agent that has no power to do anything other than send silly amateurish letters and messages.
    I certainly will not be paying them any monies as a response to their juvenile bullying tactics, so you might as well call them off it will not work.
