Thanks everyone for your replies. 

Yes, it's the same case from a year ago which is still hanging. The DWP is investigating and have advised me not to settle any other debts until their is finalised as any debt owed to them takes priority. I didn't want to go into all the detail. 
My question was specifically about the LA. They didn't send any invoices at the time. Had they done so my father would have paid. There is no trace of the invoices at the time and the carehome assure me they didn't receive any.

I guess I will have to pay, probably in instalments now.

You still need to make sure you get a proper breakdown and check to make sure it’s accurate just in case they haven’t already sent that.

And use their complaints procedure For your concerns about how this has been managed and the timescales.
