Cyan Park Coventry - Parallel Parking Ltd

Here we go again....
A friend popped over to Eurocarparts in Coventry on a Sunday morning. It gets very busy and the car park was full. Being a Sunday the unit next door (QED) was closed with the shutters down so like any normal, right-minded member of the public who has ever frequented Industrial Estates in the UK for the last 40 years they parked next door for 20/30 minutes. Doing absolutely no harm to anyone or costing anyone a penny!
Surprise surprise a week later the Keeper gets a PCN from Parallel Parking Ltd for £100. Given that Parallel Parking Ltd are IPC and use IAS for appeals, having read the advice in the Newbies thread, I told them not to bother appealing.
So far:
09/08/24 PCN and NTK claiming parking breach of contract on 04/08/24
09/09/24 Unpaid Parking Charge Notice from PPC
24/09/24 Reminder from PPC
24/09/24 Blue wording sent via email to PPC
26/09/24 Semi-literate reply via email from PPC including photos (more on that later.)
I'll copy in the redacted correspondence/images below just for reference in case Coupon or anyone else can use them.
I'm not expecting any help at this stage. I believe that the next step is to wait for Court Papers?
Here's a Google Maps link to the Industrial Estate:
https://maps.app.goo.gl/5xP6reoWJd3FqAEH8
Having checked with the Land Registry it would appear that the land where the vehicle was parked was sold to Zintello Merchants Limited on 24th March this year for the sum of £3,960,000 inclusive of VAT.
A quick check of Zintello Merchants Ltd shows their Directors: https://find-and-update.company-information.service.gov.uk/company/00826635/officers
some of whom also happen to be Directors of Tallon International Ltd: https://find-and-update.company-information.service.gov.uk/company/00826635/officers
who just so happen to operate out of the big unit in the Southwest corner of Cyan Park.
So in practice they are penalising the customers of one of their business neighbours/lease holders for using the empty car park of another neighbour/lease holder. I assume that Zintello own and lease all of the land to Eurocarparts and QED although Parallel Parking paperwork refers to Tallon.

I've removed several of the photos showing the vehicle. Almost every image shows other people and the registrations of lots of other vehicles. Is this a GDPR breach and if so how does it affect the validity of the PCN?

It doesn't affect the PCN but they shouldn't be showing other VRMs. Just ignore them.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

LBC dated 17/10/24 received from Gladstone Solicitors. I've not been well enough to deal with this due to various ongoing medical problems. I believe we need to apply for a 30 day extension and will get stuck in to reading the forums.

It will give us more time to prepare a comprehensive defence. I don't think that we can do that within the 30 days granted from 17th October which would be this Friday. We're sending the standard LBC response for Gladstones from the Newbies Thread with a request to be be put on hold for 30 days under PAP. The only addition being a statement that the registered keeper was not the driver. Is this the right way or should we leave that out at this stage?
I have a couple of days to send the email to enquiries@gladstonessolicitors.co.uk so await your advice.1 -

Email sent:Your Ref: xxx.xxxProposed Legal ProceedingsClaimant: Parallel Parking LtdDear Sirs,I refer to your letter of claim.I confirm that my address for service for the the time being - assuming that you don't faff about and delay any claim is as follows:xxxxxxxThe alleged debt is disputed and any court proceedings will be vigorously defended.I am sourcing and seeking independent debt advice and as such I formally request that this matter be put on hold for an additional 30 days in accordance with the Pre-Action Protocol for Debt Claims 2017 ('the PAP')Although I am the registered keeper of the vehicle I was not the driver on the day that you claim.I note that the amount being claimed has increased by a hugely exaggerated amount which the Government called "extorting money from motorists."Don't send me your usual blather about that.I have two questions and under the PAP I am entitled to specific answers.1. Am I to understand that the additional £70 represents what you lot dress up as a 'Debt Recovery Fee' and if so, is this nett or inclusive of VAT? If the latter would you kindly explain why I am being asked to pay the operator's VAT?2. With regard to the principal alleged PCN sum: Is this damages or will it be pleaded as consideration for parking?Yours Faithfully,2

Hi Folks, first time comment so forgive me if breaching any protocols!
I have been going through the same process as OP, but a bit further on, I think, so maybe this may assist him/her as well.
I had sent the email that OP had posted above, I sent mine on 14/11/24.
Never heard anything back, but got an email reply from Gladstones yesterday on 12/2/25 . It replies to the two questions asked about VAT and whether it is damages or a consideration for parking, and then proceeds to say that £170 still outstanding and to make payment by 26th Feb 2025 or legal proceedings to be issued.
Should I reply to this email, or just sit it out until the next stage?
I have some photos etc of the site so could send them now but conscious that may be a bit premature?
thanks all in advance.0
