One house but two water meters

Hi,

We recently moved into a house that was two flats from 1988-1990, at which point it was turned back into a single house. 

I assumed I was getting billed for 'as one' house, which we are but paying double apparently as we have two meters.

Someone is coming out from affinity water to take a look. They have it down in their system as one house.

It seems the upstairs is on one meter and the downstairs is on another. I was only aware of this issue as we are having a boiler fitted and they were confused as to which mains they should connect it to.

Does anyone know whose responsibly it is to onto one? Or could just keep the two and make it into one so I dont need to reroute everything upstairs.
