Electricity meter is still recording units even after I've turned the electricity off at the mains

Fairly sure electricity test meters are installed in series with the existing meter rather than send the meter away for testing (its been a while)
Gas meters I think are sent away for testing.

As above - ask for a test meter, (accept that you will temporarily have to pay for it).

The ones I have seen are used in series and are left in  position for weeks .
