I didn't see a badge, but looking at the road layout a single yellow and parking allowed after 6pm, a single yellow seems totally wrong.
I drove past at around 3.30pm and the car had been moved, no ticket on the windscreen, still on the yellow line but not blocking the road.

Seems crackers to me that between 6:30PM and 8AM you can park here and all day Sunday too!

But it would not allow them to block the road or the very narrow pavement.

It probably would allow parking like that.
At least as far as the Council are concerned that would not be in contravention out of controlled hours because that's Leeds (probably not a special enforcement area for enforcing parking on pavements?).
Police could issue a FPN if the road was blocked.
You said it was moved a bit, later on? Clever driver. Resetting the clock for allowed loading/unloading. Move the wheels and you can carry on. I've done it myself when collecting a sprog from uni.
The Council will never (thank Goodness!) issue a PCN based on a photo from the public because you aren't a CEO and your photo took no account of the rules that allow loading/unloading.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
