Photo on single yellow

I was driving my works vehicle through a narrow road and a car was parked on a single yellow, blocking the road.
I took a photo and sent it to my local council. I am assuming that they cannot issue a FPN from this.
I have read the police taking action from a video, what is possible when reporting issues to the council or police?

I think single yellow means parking is allowed but usually at restricted times? What time were you there and what were the restricted parking times? The signs should indicate what is/isn't allowed.
It does mean that parking is possibly allowed some of the time so it would be odd if that meant it blocked the road to other users. Or were you in a particularly large vehicle?1 -

I don't know if councils will act on photos from the public. Ours doesn't seem to act very quickly on dumped cars. We have one that's been at the end of our road for weeks that makes it difficult for dustbin lorries to turn in. They've left notes on the windscreen but it doesn't look like anyone has been back to it for a long time.

But loading/unloading would be allowed as there are no kerb blips. Was there somebody with the vehicle carrying out loading?1

This is true.
People need to stop telling people this board is 'only for private PCNs' because it never has been. It isn't!
We have a few people here who know about council PCNs but not many. We know a bit: we know that you can load or unloading a single yellow and that would be a ground of appeal if true and able to be evidenced.
However, the better placed experts are on FTLA forum (used to be Pepipoo).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
