Parking Ticket - Is there grounds to appeal

Hello,

Can you help? My Father recently got a parking ticket in a London Borough. Where he parked is a place he is very familiar with as he's parked there on numerous occasions using my Mother's Disabled Blue Badge when they both go shopping at Tesco.

The parking location requires one to pay using "Pay By Phone". In his case, he used the Disabled Blue Badge which works with no issues. The parking restrictions at this location recently changed; the label "Loading" has been added. Unfortunately, my Dad did not notice this. He only noticed the Pay By Phone label and thought it was ok for him to park. 

He got a parking ticket and I wondered if he has any grounds to appeal?

Is it a Penalty Notice fine from a council or Parking Charge Notice from private parking company?

It's a Penalty Notice fine from the Council.
