    OP, I had my driving licence at my mums address for 10 years after I moved out. I was delaying getting a photo licence as long as I could. Perfectly legal.

    Not according to sections 99(4) and 99(5) of the Road Traffic Act 1988, which require the licence-holder's address to be 'correct'....
