Incomplete car reg

I have received a PCN of £100 for no valid pay and display/permit purchased. I am the keeper not the driver.
We have the ticket which was purchased a couple of minutes after entering the car park but the issue seems to be that only the 1st 2 characters of the numberplate were entered.
I appealed and it was reduced to £20 for admin fee. Submitted an appeal to Popla who have sent relevant documents. Not sure how to respond. Obvs comes under their major keying error criteria.

  • My son had the same issue several years ago with only 2 digits of his VRN on the ticket.  It seems to happen quite regularly and must be a good earner for PPCs. You seem to be suggesting the VRN was not entered in full. I would suggest it is much likely to be a machine error that works in the parking companies favour.

    The £20 major keying error is a recent invention to scam people out of their money. It depends how confident the driver is that they did enter the VRM and how strongly you feel about not giving them a single penny. PPCs rely on the fact that most people are too intimidated and cannot be bothered to fight. If you don’t pay they will bully you all the way to a court claim but there is case law where a judge has ruled in favour of the driver for a similar claim. 

    Which PPC was it and if you were not the driver does their NTK comply with PoFA. If not the PPC cannot hold the keeper responsible. Have you inferred who the driver was in any of your appeals?

    POPLA haven't sent any documents. The parking firm has supplied those and POPLA just act as the messenger at thus point..  

    The NEWBIES thread tells you about POPLA Comments stage.  Please read the sticky.

    But you should not have even tried POPLA because you'll lose this farce of appeal and then you'll feel pressured.

  • Not-a-Hope, it was Euro Car Parks. How do I know if their NTK complies with PoFA? It was sent within 15 days. Yes, they know my daughter was the driver although they don't have her address.

    By comparing it to the NTK pictures thread linked in NEWBIES PLEASE READ THESE FAQS FIRST.

  • OK I've checked the images. The letter I received is identical in wording to the 1st Euro Car Parks letter in the thread.

    Have to agree with @Not_A_Hope regarding VRN input. Why would anyone only enter 2 digits. Don't let Euro Car Parks convince you this was daughter's fault. Check out their reviews and you'll see it's quite a regular occurrence in car parks they manage.

  • The paperwork I received from POPLA (29 pages!)  shows the partial VRN on the transaction report of payments. The VRNs of payments made before or after seem to be complete but even so, my daughter is convinced she entered the whole thing.
    29 pages... I just don't know where to start.

    Like I said: it's an error code.

    29 pages is nothing!  At court they send 50-200 pages.  I saw one with 179 pages once. The PPC still lost of course.

  • 179 pages... wow, you'd lose the will to live.
    So in responding to POPLA, do I need to submit a detailed defence or do I save that for the Courts?
