Popla reject appeal anything I can do

I parked at a Europarks near Finsbury park earlier this year. I have a tsf frame on my leg so I'm slow getting about. Whilst in homebase I approach a member of staff as I was nearing time I should leave, I was told they would add reg to system so I could carry on shopping and wouldn't get ticket but it appears they didn't do it. I went 27 minutes over. 
I sent drs letters proving I've had op but popla refused appeal. 
I currently can't work due to frame so really can't afford £100 fine. 
Is there anything nything further I can do?

    You mean Euro Car Parks.

    CERTAINLY DO NOT PAY.

    Send a formal complaint to Homebase and to Euro Car Parks (they have a complaints page) stating that they failed to make a 'reasonable adjustment' of time and are in breach of the Equality Act 2010. If Euro send your data to a debt collector and/or add further fake 'costs' and continue to pursue the matter with demands now that they are fully appraised of their breach of legal duty, this will compound the illegality and you will sue for damages and distress arising from harassment of a disabled person (a TSF frame being long term and the consumer meeting the definition of disability).

    Complain to Homebase, get them to instruct the parking firm to cancel the charge. Ignore the POPLA decision, which isn't binding on you. Ignore any debt collector letters that might drop through your letterbox. Come back to this thread if you receive a Letter Before Claim or an actual Claim form via the Northampton CNBC. 

    Bottom line .... do not pay unless instructed to do so by a judge, in the very unlikely event of a court hearing.

  • Hi thank you to those that commented. 
    I have spoken to homebase customer service and they are unable to void parking tickets on this site. They said I need to speak to the store but despite repeated attempts noone ever answers the phone. I complained to customer service again and they were going to email the store but I've still not had a reply. 
    Could you tell me how I should proceed please

    It isn't a "fine" it's an invoice.
    POPLA don't accept mitigation, the parking scammers are supposed to consider your case and make a favourable judgement in a situation like this, but unfortunately you are dealing with filthy greedy scammers.
    Is this a stand alone store or on a shared park? It maybe you need to contact the actual landowner to get this cancelled if Homebase didn't actually engage these idiots.
    However can you not get down to the store and ask to speak to the manager about this, they promised to do something they didn't and they had a duty under The Equality Act.
    While there you might get an idea as to who the managing agent or landowner is from any signage at the entrance to the car park.

    It's a shared carpark. I will try and find managing agents or land owners. 
    Still waiting on homebase! It's ridiculous I try several times a day at various times and they just don't answer. I live around 1.5 hours away so can't call into the store.

    You should be complaining about the PCN to Savills, the managing agent who contracted with ECP 

    Homebase will be tenants, its Savills that can get it cancelled, so focus your efforts on Savills
