It's not even a real penalty. It's a fake offered contract. Tell them you will only dispute this in the magistrates court and watch as they obfuscate and don't take you to court because a) they can't and b) they'd get no money from it even if were a real penalty notice.
Ignore everything and it will time out anyway. No one has ever been 'prosecuted' in the magistrates court for one of these fake PNs.3 -

Your journey appears the same as mine - I got a debt collector's note first, then the initial Saba penalty notice, then a handful of letters from ZZPS and now a letter from Moorside Legal. I'm curious if you have had any further interaction since your first Moorside Legal letter?
