Factory reset and new sim problem

I have a Redmi Note 11 mobile.

Im giving it to someone so have done a full factory reset erasing all data and then put a new sim card in.
Turned it back on and it has gone through all the usual starting up till I get a message 'Couldnt sign in' and it goes no further. At no point in the process has it asked for any details regarding entering password etc.

Any ideas please. Ive been googling but it just seems to tell you how to do a factory rest which Ive already done.

I guess if you have done a factory reset then there'll be no request for a password or anything as it'll be back to setting up Android and you telling it which country and language you are using etc?

I'd be inclined to try to do another factory reset but maybe you can't get that far?

Is it attempting to sign in the Xiaomi own backup software etc

Try setting it up without the sim card in the phone.

Couldn't sign in to what..?

Why are you going as far as to sign in to something when you are giving the phone to a new user..?

Before you factory reset, did you sign out of your Google and Xiaomi accounts?
