  • Something very interesting for all receivers of Excel Parking Charge Notices.

    It only appeared when I tried doing car park searches and disappeared very quickly.

    But it would seem to explain why a lot of people have had problems paying for parking. It may also involve a data breach that should be being reported by the Connect Cashless owner (Cor) to ICO and every registered app user.

    Quite a lot of people have reported in reviews having a problem registering cards.


  • Here are some more screenshots from today. Expect an avalanche of Excel PCNs.

    Also the app cannot give any car park locations whatsoever with a general search today and if the location ID 5347 for Castle Hill is input it says no car park location!

    The app is very clearly not fit for purpose and non-compliant with IPC Code Section 14.2




  • I had look at the Judopay website. A lot of info on 3DS2, so the Connect Cashless advised technical problem is probably due to a problem (possibly data interface due to incorrect Connect Cashless or Excel data) involving Judopay who are not mentioned anywhere on Excel signage. Also a dummy car park purchase identified that the merchant is judopayexcelparkingbcecom2 when using a bank app payment confirmation. That raises the question are Judopay the Creditor that a motorist is paying and not Excel, which has implications on who can file a court claim. Another issue is who is receiving the hidden convenience fee that is not mentioned on the signage. It almost certainly is an unfair contract term, but it will be even more so if it is being paid to Excel. Scope to request Excel at Letter of Claim stage to provide details of their agreements for using the Connect Cashless app and Judopay to force them to disclose who gets the convenience fee.

  • Also, the Consumer Contract Regulations 2013 may help defeat Excel, particularly because of the ticked box non-compliance caused by the unfair term 20p convenience fee being forced upon motorists after they have entered the car park and which is not stated on any signage, and which causes the issue of a £100 charge. It seems to me that the sale is being carried out at a distance because it involves the use of a payment app.
  • Same messages appeared on Connect Cashless app yesterday and it couldn't list any par park locations, If that is happening for everyone and not just me then it may be preventing everyone from paying. It would be useful if somebody can do the same general search for all car park locations to see if they encounter the same problem.
  • Google Play Store reviews for Connect Cashless Parking app now reporting that the app has no car park locations. Very obviously non-compliant with IPC Code of Practice Para. 14.2. No valid basis for Excel to issue any Parking Charge Notices. They also do not have a valid cause to request keeper details from DVLA.

    Update on the PCN received for alleged contravention 29/7/24.  Court date was set for 28/7/25.  Received a discontinuation file closed email  11/7/25. 
    Excel/DCBL should be held to account for time wasting and stress caused by their tactics. 
    We persevered whilst caring for a  terminally ill parent,could have done without the stress but there was no way we were giving in to these bullies. Could not have done it without the help of the advisors on the Facebook group. 
    I advise anyone to follow their advice and don't let these companies get away with it!!!

    It's vital the Government hears from people with unfair charges who are facing horrific, scary court claims.

    The link shows the two vital points to concentrate on, IMHO:

    - banning DRA fee add-ons completely

    - making sure a new SINGLE appeals service replaces POPLA and the IAS which are seen as not fully independent and involved in a 'race to the bottom'.

    Click through to the main thread about the Consultation, Do not be deterred by the fact that some questions are for the parking industry only.

    We are discussing how to respond. The issues above are the IMPORTANT ones. Personally, mainly because it means the Code will come in quicker (no signs will have to be changed) I have no issue with PCs 'up to £100 cap' AS LONG AS DRA FEES ARE BANNED.
