Don't pay the £20. The Practice Manager should be ashamed of herself to even suggest that to a volunteer driver. Without people like you GPs would need to do many more home visits to their patients. Tell this to your MP when you take your complaint to him/her.

I agree with @Nellymoser.
£20 is not a reasonable compromise. What that does is allow CEL to pay lip service to being reasonable but it puts the blame on you for not knowing about the hidden keypad.
And it allows CEL to continue to sue people for £170 when the person quite rightly refuses to pay the £20. You should take that route. You will never pay a penny.
This is why the £20 admin fee disingenuous crappy offer does not feature in the MHCLG's incoming statutory CoP, which says the burden lies fully with the operator to supply systems that work.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
