PCN - Civil Enforcement - Forgotten what to do :(

Howdy,
I've not had a parking fine for over a decade.  Back then, if I remember, you could just ignore them, if they were NOT from the council or Police. (I think).
I've received the one below.
Can I just ignore?  I doubt they would be interested in the reasoning - which is genuine of course.  But I saw, that you can actually email the company and get it removed?  I read the newbie part, but was easily confused from jet lag (returned home to the notice below)
Help greatly appreciated.

    The front isn't PoFA compliant. Please show us the back as well.

    The advice to ignore a PCN has not been given here since the law changed in 2012.

    Plan A is always a complaint from the keeper to the landowner, and the keeper's MP, without revealing the driver's identity.

    If that fails, then appeal using the template in blue text you will find in the NEWBIES. If the NTK is not PoFA compliant, then add a one liner to the appeal to that affect.

    You still haven't received a Parking Fine, its an invoice, a Parking Charge Notice, (PCN), it says so on that front, near the top. !

    Do not ignore it, otherwise you are setting yourself up to be sued, via MCOL, a civil court claim within the next 6 years could easily happen

    It does a bit, because the PoFA Schedule 4 wording is there on the back left.

    So plan A is the best option here, certainly not the Ignore route that the OP seems to favour !

    CEL are not going to cancel the PCN if or when the OP possibly appeals it, I hope that they realise this aspect 

    Nothing beats plan A, as has been pointed out thousands of times in the last 12 years, especially by CM

    I have contacted the land owner - at least who I believe owns the 'land' - which is a doctors surgery.  Explaining what happened, giving them the evidence (below) which was quickly verified and accepted.  The practice manager will send me a letter to give to CEL.  I'm not sure that is the outcome I need - is it?
    As that would constitute an appeal, which was suggested above, would be rejected no matter what?

    I can contact my MP, presumably I should do this also?  Maybe with the info' below?

    It has given me food for thought for all my future jobs though.  I'm a community volunteer driver taking the elderly/infirm to a doctors appointment - in this case. 
    We have to stay and wait either outside or with the client + accompany to/from the building. On this occasion, the client didn't need/want me to sit with them in the waiting area (perfectly fine - so we assist them to/from the door to/from the car).  Typically there was a terminal (I found out today...of course - doh) that grants a parking permit, just inside the door.  I'd have done it, if I'd have known/thought/researched etc.  Expensive mistake.
    The client's appointment was delayed, unfortunately, which has led to an extended time in the car park waiting.
    I had to wait initially to get a parking spot near the entrance - when I was doing the drop off. So, at the time, I didn't think wise to risk losing it, by driving off somewhere else, until the client re-emerged and have to leave them waiting until I could get another.

    I need to be checking each drop off & wait location more thoroughly.  Especially as the client was infirm and needed assistance, but not enough to warrant a blue badge - which is usually a savior for us volunteers, if they have one.

    I have a feeling that even evidencing my voluntary role, client, appointment, GP delay and a practice managers letter would have no bearing on a 'company' ethical decision to just chalk this off, as experience and a one-off, in my favor?

    No it won't work at first appeal stage but evidence of unclear signs and a hidden keypad in a corner inside will potentially win at POPLA.  Even if it doesn't, so what really?! You will never be paying this and can simply win in court with your evidence. Get some pics of the signs and a video of how non-prominent that keypad is when arriving.

  • UPDATE

    I contacted who I believe was the land owner (surgery). The manager rang and said she has spoken to the parking company and the fine is now reduced to £20 and am I OK with paying that.
    It seems odd for a reduction rather than cancellation.  Maybe they aren't the land owner?  but the parking permit thing is supposedly inside their premises.
    Confused.

    I'll likely just pay it and inform all the other community drivers to beware.

    The £20 offer is for a major keying error, as seen in the BPA CoP, so was offered because the driver failed to register the VRM, user error. ( Or poor signage and maybe a hidden keypad etc. ) so not unusual 

    It seems to be a reasonable compromise under the circumstances , UNLESS you wish to fight 

    The practice manager should be telling the parking company to cancel the PCN, as the contract owner 

    In future, always assume that the driver needs to actively check signage, register using iPads etc, unless proved different ( pay the tariffs if chargeable, do not overstay if it's a free car park with time limitations etc. )

    The days of unlimited free parking without limitations are long gone, especially with modern cameras etc
