It's not obvious from the OP whether they have entirely failed to notify DVLA of their change of address, or whether they just did so too late for the reminder to be sent there.

I should remind the OP that it's an offence to fail to notify DVLA of your correct permanent address as soon as you move.

Then as you will have retained part of the V5c you should be able to tax it at the Post Office along with the V10 form which they have available.

So you'd need to take the Counter Part of the V5c which you've retained after sending the other part to the DVLA and your insurance. At the Post Office they should have the V10 form available, or you can print it here
