My neighbour has agreed that it's for the best to pay the £20. He'll be sending a cheque though, not penny coins! 😂 I would like to thank you all for taking the time to help and advise me/us. I really appreciate it and would have been clueless otherwise. Best wishes.2

I'm beginning to see this £20 admin fee more often, this is likely due to the new ATA Single Code of Practice, and an attempt to appear reasonable.
In general my advice is to consider the motorist's time spent dealing with a claim and work out if it's worth more than £20. In the majority of cases the answer is yes, so the pragmatic option is to pay the £20 but make sure it is in "full and final settlement".

1. The above: case evidence of common acceptance of £20, and
2. Case evidence of Court Mediation settlements at £20-£50.
No rush. Needs to be evidence based though. Maybe by PCN no. or partial court claim no. plus the date offered and which PPC (with redacted letter or email if someone is prepared to collate these to create an actual case evidence file).
I think by. say, the end of January this evidence would be useful and timely to support the argument for PCNs to be £50/£25.
