More worrying is why Dad did not receive the original PCNs; is his V5C (log-book) up to date with the correct current address?3

That's just another scary bullying debt recovery letter the same as the last one with different words thrown in.What happened when you followed our advice to complain to the surgery and MP?3

Ignore that debt collector letter. ( The 14 days is a big giveaway. )
Make sure that his V5c log book is up to date with his current address on it
Make sure that you both have complained about this to the practice manager at the surgery and insist on a cancellation, getting it in writing.
Make sure that you both have complained about it to your local MP too , together , in writing as well as in person
So do everything above, all of the above, as soon as possible, no leaving anything out4 -
When we complained at the GP they said it's the parkings problem and go to them.I'll try my best to write to the MP0
