More worrying is why Dad did not receive the original PCNs; is his V5C (log-book) up to date with the correct current address?

That's just another scary bullying debt recovery letter the same as the last one with different words thrown in.
What happened when you followed our advice to complain to the surgery and MP?

Ignore that debt collector letter. ( The 14 days is a big giveaway. )

Make sure that his V5c log book is up to date with his current address on it

Make sure that you both have complained about this to the practice manager at the surgery and insist on a cancellation, getting it in writing.

Make sure that you both have complained about it to your local MP too , together , in writing as well as in person

So do everything above, all of the above, as soon as possible, no leaving anything out

What is everything that I should include in the letter? This is my first time doing something like writing a litter to the MP and stuff

Just email asking for help and saying how upset this is making you and how private parking companies are out of control.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Try this for the unhelpful practice manager. Just personalise it a bit.

    Dear Practice Manager,

I hope this letter finds you well. I am writing to express my concerns about a parking charge that has been unfairly issued to my father, [Father’s Name], while visiting the surgery. My father speaks very little English and, as a result, he did not understand the process for validating his parking session.

I understand that the parking management company operates on behalf of the surgery, and that the surgery has the authority to instruct them not to pursue parking charges if they choose to. In this case, I believe it is only fair that the surgery instructs them to cancel this charge, considering my father’s situation and the misunderstanding that has occurred.

Additionally, I would like to bring to your attention that I will be writing to our local MP to express my dissatisfaction that the surgery is working with a parking management company that engages in practices that seem to unfairly penalise patients. I will be seeking their support in resolving this issue.

I trust that you will take my concerns seriously and contact the parking management company to ensure that this charge is cancelled.

Thank you for your time and understanding. I look forward to your prompt response.

    Yours sincerely,
    [Your Name]
