They already know the keeper's address. It's on the Notice to Keeper. Use that.
As for phone number, can you not introduce a typo?1 -

APCOA have sent out letter this morning in an almost apologetic manner saying they dont wish to continue with this charge and now the charge has been dropped and for me to regard this matter closed.
Once again just shows you how little if any power these lot have !
